For heating and other industrial applications, LPG is also a cleaner and more efficient alternative to burning furnace oil, according to Tanzeem Chowdhury, chief executive officer (CEO) of Omera Petroleum Ltd, one of the country's largest LPG players.

Industrial LPG offers relief to energy-starved factories

LPG is being embraced by industries as the most affordable clean energy solution due to inconsistent gas pressure in grid lines and high cost of diesel. To cater to this growing demand, his company has already launched a specialised service, "Omera Priority", offering LPG energy solutions to industries. 

"Industries were not interested in LPG before the Russia-Ukraine war though it is a cleaner fuel. Following supply chain disruptions and soaring costs of traditional fuels in the international market, industries have taken up Omera LPG for their heating needs. Now industrial demand is taking up larger portions of our total volume as we are now supplying LPG to garments, ceramic, metal, and food industries. Some gigantic factories such as steel mills have taken up Omera LPG for their furnaces – hinting at further growth of the LPG segment," he said in an interview with The Business Standard. 


"Earlier, only small and medium ventures without access to gas grid used to approach Omera for LPG solutions. Factories connected to the national gas grid never asked for LPG as they had access to heavily subsidised natural gas. However, the recent energy situation has prompted manufacturers and heavy industries to explore industrial LPG." 

"Of course, LPG is the best alternative in terms of cost, environmental footprint and availability right now. Omera supplies LPG for boilers, furnaces, industrial dryers and more. Soon, we will introduce LPG for captive power generation," said Tanzeem Chowdhury. 

"Natural gas supply from the national grid costs a factory less than $4 per MMBtu [Metric Million British Thermal Unit], whereas LNG import cost for Bangladesh soared to over $40 per MMBtu. The differences result in heavy gas subsidies. However, industries still do not get adequate gas pressure from the pipelines." 

"Following the recent upward adjustment of diesel price at Tk114 per litre, burning diesel costs industries $33 per MMBtu. On the other hand, factories currently using LPG pay less than $22 per MMBtu, which once dropped below $10 per MMBtu-mark during the Covid lockdowns and had peaked at around $30 a couple of months ago." 

Compared to coal and furnace oil, Tanzeem Chowdhury said LPG is the most competitive and clean fuel right now and will remain so in the coming days. He said Omera is maximising its efforts in the business of specialised bulk LPG solutions. "We have customised LPG mix and technology that yields calorific value near to what comes from natural gas.'' 

"Our JV [joint venture] partners in Omera Gas One is Saisan Co Ltd of Japan. They bring in LPG operating experience of over 70 years to Bangladesh. The Omera Gas One team has set up large scale LPG reticulation infrastructure and supply for housing projects, government projects and townships. Thanks to Omera's legacy in the energy industry and joint venture with Japanese Saisan Co Ltd, the company is gearing up to take on LPG projects of mammoth proportions," said the CEO. 

Europe was traditionally using Russian gas for winter heating. As Russia has stopped gas supply ahead of this coming winter, Europe is placing advance orders for LNG at high prices to the Middle East. Europe is also booking most LNG floating storage regasification units in the market. This will cause global LNG prices to remain high for a long time, according to the Omera CEO. In addition to LNG, if Europe heavily opts for LPG, LPG price may also increase in the winter. Still, LPG will be a cheaper and cleaner solution for industries in Bangladesh. 

Omera, which pioneered bulk LPG solutions in Bangladesh, has four satellite plants to provide the whole country with uninterrupted supply of bulk LPG. Tanzeem Chowdhury is confident that the cost edges alongside the acquired specialisation will help Omera offer a good price and services to its industrial clients. 

"We are working a lot, from every single aspect, to best serve our industrial LPG users," he said. 

Even though LPG history dates back several decades, Bangladesh seriously embraced LPG as a cooking gas in the early 2010s and since then the annual market has grown nearly tenfold to over 13 lakh tonnes, which is predicted to reach 30 lakh tonnes by the end of 2030. 

What if global LPG price soars beyond his estimate? In his response, Tanzeem Chowdhury said, "There is a price correlation between LPG, crude oil and LNG. In most cases, fuel commodities follow somewhat a linear relationship. If LPG prices go up, so does LNG and diesel. If the government introduces a small portion of its LNG subsidy to LPG users, industries would enjoy some relief and stay afloat." 

"LPG Autogas is also gaining popularity in the country as a cleaner and cheaper automotive fuel for cars and SUVs [sport utility vehicles]. Petrol and octane cost above Tk130 per litre whereas automotive LPG [Autogas] is only Tk65 this month. Both octane and LPG have similar energy content and deliver the same driving experience. LPG Autogas is the best fuel for transportation now, Omera Autogas &amp; Omera Gas One has the strongest auto gas network where fuel quality gets the top priority. Our group company, MJL Bangladesh Limited, has a state-of-the-art LPG testing lab facility for ensuring the best quality. Omera is also exporting LPG to the north eastern states of India," he added.

জ্বালানি নিরাপত্তায় অভিন্ন নীতিমালা সময়োপযোগী

জ্বালানি নিরাপত্তার বা তার অবকাঠামো উন্নয়নে কোনো অগ্রগতি হয়নি। জ্বালানি আহরণের জন্য প্রতিবেশী দেশগুলো শেল গ্যাসে বিনিয়োগ করেছে। অর্থাৎ দেশের বাইরে জ্বালানি আহরণের জন্য বিলিয়নস অব ডলার বিনিয়োগ করেছে। ভারত ও মালয়েশিয়া তার উদাহরণ। 

একমাত্র রিফাইনারি জোড়াতালি দিয়ে চলছে। সম্প্রসারণ ও আধুনিকীকরণ করার জন্য প্রায় ১০ বছর আগে নেয়া উদ্যোগের কোনো অগ্রগতি নেই। ল্যান্ডবেজড এলএনজি টার্মিনাল না করে এফএসআরইউ দেয়া হচ্ছে। এফএসআরইউ বছরের চার মাস পরিচালনা করে মনসুনকালে বন্ধ থাকে অথচ আমাদের প্রচুর পরিমাণ ক্যাপাসিটি চার্জ প্রদান করতে হয়। এতে দেশ লাভবান হচ্ছে না। 

দেশের জ্বালানি খাতে এলপিজি খাত গুরুত্বপূর্ণ ভূমিকা রাখতে শুরু করেছে। বিশেষ করে গ্যাস সংযোগ না থাকায় বাসাবাড়িতে এলপিজি গ্যাসের ব্যবহার বেড়েছে। এ খাতে জ্বালানি নিরাপত্তা ব্যবস্থাপনা কতটুকু গড়ে তোলা গেছে? 

এলপিজির প্রচুর সম্ভাবনা রয়েছে কিন্তু এলপিজি নীতিমালার পরিবর্তন প্রয়োজন। এলপিজির সরবরাহ নিশ্চিত করার জন্য যে ডিপ সি টার্মিনাল করার কথা ছিল তার কিছুই হয়নি। এলপিজির ৯৮ শতাংশ বেসরকারি প্রতিষ্ঠানগুলো করে থাকে। সেজন্য ডিপ সি টার্মিনালও বেসরকারি উদ্যোক্তাদের হাতে দেয়া বাঞ্ছনীয়। 

দেশে জ্বালানি তেল, পেট্রোলিয়ামজাত পণ্য ও এলপিজির ক্ষেত্রে কী ধরনের উদ্যোগ প্রয়োজন? 

জ্বালানি নিরাপত্তার স্বার্থে পেট্রোলিয়াম আইন সংশোধন করে এ সেক্টরে সক্ষমতা বৃদ্ধির জন্য সরকারের পাশাপাশি বেসরকারি প্রতিষ্ঠানের অংশগ্রহণ নিশ্চিত করতে হবে। রিফাইনারি অবিলম্বে সম্প্রসারণ ও আধুনিকীকরণ করে তার সক্ষমতা প্রতিদিন ৩৫ হাজার ব্যারেল থেকে বাড়িয়ে দেড় লাখ ব্যারেলে উন্নীত করতে হবে। ইনভেন্টরিতে কমপক্ষে ৯০ দিনের মজুদ নিশ্চিত করতে হবে। ডাবলমুরিং ব্যবস্থা অবিলম্বে সম্পন্ন করতে হবে। তাছাড়া ক্রমবর্ধমান চাহিদা মেটাতে বেসরকারি খাতকে আমদানি ও বিতরণের সুযোগ দিতে হবে। 

এলএনজি ও এলপিজির প্রস্তাবিত ল্যান্ড বেজড ডিপ সি টার্মিনাল মাতারবাড়ীতে প্রতিষ্ঠা করতে হবে। এগুলো উন্মুক্ত দরপত্রের মাধ্যমে যোগ্যতাসম্পন্ন কোম্পানিকে প্রদান করতে হবে। আমদানি ও বিতরণ আধুনিক পদ্ধতিতে প্রযুক্তিনির্ভর করতে হবে। যাতে ভোক্তা ক্রয়কৃত পণ্যের গুণগত মান ও ন্যায্যমূল্য নিশ্চিত হয়। এলপিজি বিতরণ ব্যবস্থায় নিরাপত্তা নিশ্চিত করতে পারে। কিছু অসাধু ব্যবসায়ী ক্রস ফিলিংসহ অবৈধ কাজে সম্পৃক্ত। লিখিত অভিযোগ করার পরেও এ বিষয়ে কোনো ব্যবস্থা নেয়া হয়নি। 

বাংলাদেশ এনার্জি রেগুলেটরি কমিশনে (বিইআরসি) যোগ্যতাসম্পন্ন জনবল নিয়োগ দান করতে হবে। এখন পর্যন্ত মূল্য নির্ধারণে কার্যকর ভূমিকা রাখতে ব্যর্থ হয়েছে। অপারেটরদের বিভিন্ন লাইসেন্স নবায়নে সময় ব্যয় করা হয়। বিইআরসিকে দুর্নীতিমুক্ত ও রিস্ট্রাকচার করতে হবে, বিইআরসির লাইসেন্স ফি কমাতে হবে। 

আমদানিনির্ভর জ্বালানিতে শিল্প খাত প্রসারিত হওয়ার সম্ভাবনা দেশে কী রকম? 

আমাদের দেশে মিশ্র জ্বালানির মজুদ গড়ে তুলতে হবে। শুধু এলএনজি আমদানি নির্ভরশীল হওয়া সঠিক হবে না। জাপান সম্পূর্ণ জ্বালানি আমদানিনির্ভর অর্থনীতি। তারা বিশ্ব অর্থনীতিতে প্রথম সারিতে রয়েছে। 

আমদানি সম্প্রসারণ, মজুদ ও ব্যবস্থাপনায় উন্নতি হলে শিল্পে প্রতিযোগিতামূলক জ্বালানি সরবরাহ করা সম্ভব। বর্তমান আমদানি লজিস্টিক ও দুর্নীতিতে যে পরিমাণ ক্ষতি হচ্ছে বা বেশি দাম দিতে হচ্ছে সেটা দূর করতে পারলে জ্বালানির ক্রয়মূল্য অনেক কমে যাবে। 


বিশ্ববাজারে জ্বালানি পণ্যের দাম স্থিতিশীল। সরকার বলছে এ খাতে আরো বিনিয়োগ দরকার, সেই প্রচেষ্টা আপনারা চালিয়ে যাচ্ছেন, কিন্তু খুব বেশি অগ্রসর লক্ষ করা যাচ্ছে না উদ্যোক্তাদের। পিছিয়ে যাওয়ার প্রতিবন্ধকতা কী কী হতে পারে? 

বিনিয়োগের প্রতিবন্ধকতা আগেই উল্লেখ করেছি। আমাদের অর্থনীতি গতিশীল এবং চাহিদা বাড়ার কারণে অবকাঠামোতে বিনিয়োগ করতে হবে। বেসরকারি খাত যাতে সহজে উপযোগী ভূমি পেতে পারে সরকারের সেদিকে লক্ষ রাখতে হবে। 

দেশের জ্বালানি নিরাপত্তায় বেসরকারি খাত কীভাবে ও কতটুকু ভূমিকা রাখছে? 

সরকার যেসব খাত বেসরকারি খাতে বিনিয়োগের সুযোগ করে দিয়েছে, সেগুলো স্বনির্ভর হয়ে উঠেছে। উদাহরণ হিসেবে বলা যায়, বিশ্বমানের লুব্রিক্যান্টস ট্রান্সফরমার অয়েল, গ্রিজ, এলপিজি ও বিটুমিন খাতে উল্লেখযোগ্য ভূমিকা রয়েছে। এগুলো কেপিআই ও এসব খাতে সরবরাহে কোনো সমস্যার মুখোমুখি হননি গ্রাহক। 

গ্যাস সরবরাহ ব্যবস্থাপনার মতো এলপিজি সরবরাহ ব্যবস্থাপনায় বড় আকারে অবকাঠামো গড়ে তোলা যায় কিনা?

The two-night event was held in Grand Sultan Tea Resort and Golf on 30 November and 1 December, reads a press release. 

The event consisted of a business session, recreational activities and an award ceremony. 


According to the media release, the award recognised the "Best Performing Partners" in various categories. 

Selim Khan, proprietor of M/S Maa Enterprise, bagged an SUV for being the "National Top and Regional Star Performer" followed by others who were recognised for their performances with a pick-up truck, motorbikes and other valuable items to add value to their business.

25 LPG OPERATORS CREATE UNEVEN COMPETITION

In an interview with the FE, the chairman of LPG Association of Bangladesh (LAOB) Azam J Chowdhury said this while speaking on scenario of LPG, a green and clean hydrocarbon fuel industry. 

The industry is seeing continuous surge as a significant number of semi-urban and rural households in Bangladesh are usingLPG cylinders to avoid troublesome traditional cooking amid depleting natural gas reserve and rapid urbanization. 

LOAB chairman Mr. Chowdhury said the government has given a good policy support for which the sector started thriving since 2017. 

“But there should be a stringent policyfor ensuring our safety, health and keeping the environment pollution-free. Enforcement actions should be taken against wrong doers,” said Mr. Chowdhury, alsothe chairman of East Coast Group. 

He said cross filling, improvised infrastructure, trading in unauthorised cylinders sale and exchanges are threatening the healthy growth of the business. 

Presently, more than 25 LPG companies are operating in Bangladesh and few more are in the offing. 

The LOAB chairman Mr. Chowdhury said the country’s market cannot support 25 LPG operators andit would be difficult for them to survive due to stiff competition. 

“It is certainly over-crowded. It was not prudent to issue so many licenses,” said Mr. Chowdhury. 

He laid emphasis on prudence in issuing licenses as the closure of business is likely to create non-performing loans and loss of capital by sponsors. 

“So many licenses are being issued without having a deep look in the market and it’s potential,” said Mr. Chowdhury, also the president of Bangladesh Association of Publicly Listed Companies (BAPLC). 

According to him, all LPG import terminals are located in the river-based terminals and the draft does not allow import of larger size cargos in these terminals, thus import cost of product has to be based on LPG carriers which is expensive. 

“We don’t have a deep sea terminal that can receive refrigerated cargos reducing prices and cost on inventory.” 

While speaking on fiscal support from the government, the LAOB chairman said the LPG industry fortunately has grown up without subsidy. 

“India gave subsidy but it could not be withdrawn despite lot of efforts to make this business self-reliant,” said Mr. Chowdhury, adding that taxes &amp; VAT exemptions are required to be followed for at least five years till the business is sustained and stabilised. 

He said the government has started imposing VAT and this will escalate cost and the industry’s growth may decline. 

The LPG cylinders manufacturing in Bangladesh is considered as an import substitute industry. The government is allowing import of the items when the local manufacturers have surplus capacity. 

In this regard, the LAOB chairman said he is not against import but the government should protect this heavy local industry imposing an import tariff structure. 

“It is an import substitute industry having great potential to export meeting local demand. Currently, Bangladesh has demand for 6 million cylinders while the local manufacturing capacity is in excess of 9 million cylinders in a year,” said the chairman of LAOB. 

In his reply to a question on consumers’ allegation regarding high retail price, he said consumers in Bangladesh are currently enjoying one of the lowest LPG prices compared to the world. 

“Unfortunately, the intermediaries in the distribution are making more money than the operators. The benefit of local prices can be passed on to consumers if the margin taken by the intermediaries, particularly distributors and retailers, are rational.” 

“If consistent policy is maintained by the government, the total demand for LP Gas may rise to three million tons from the current level of 8,00,000 tonnes.” 

While speaking on consumers’ safety, the LAOB chairman said the capacity of Explosives Department has to be increased along with scaling up its presenceacross the country to ensure safety monitoring in operations. 

Presently, more than 95 per cent of local demand for LPG is met through imports. Asked about the rationale behind exporting LPG to neighbouring countries, Mr. Chowdhury said export from Bangladesh is only considered if value addition is more than 5.0 percent as per Entry Port import policy. 

“Exporters earn foreign currency with a profit after meeting all cost. This proves that Bangladesh entrepreneurs are able to trade beyond borders benefiting the country.” 

Mr. Chowdhury is also a director of Omera Petroleum, a subsidiary of listed company MJL Bangladesh, having around 16-17 percent share in local LPG market. 

Asked about business hurdles faced by his own company, he said no business can run without challenges. 

“Our difficulty is that we are a compliant company and being compliant one has to be more expensive. We believe in sustainable business policy maintaining high ethical and moral standard,” said Mr. Chowdhury. 

He said they continued company’s expansion since inception. “Omera” is a most a valued brand and very popular among the users. We will continue to invest and make sure we have availability maintaining quality and safety in our operation across the country.”

Roadshow for IPO

Omera Petroleum Limited (OPL), the leading operator in the country's LPG sector, plans to go public through book building method to raise Tk238.43 crore for its business expansion. 

The company, subsidiary of MJL Bangladesh Limited, will raise capital for the purpose of repaying loans, purchasing an ocean going ship and infrastructure development. 

The company will purchase a new modern seaworthy vessel with a capacity of 3,800 MT of LPG, which will be valued at around Tk 186.32 crore. Besides, remaining money raised through the IPO will be used to repay the bank loan. 

The road show of Omera Petroleum Limited was held for potential investors at Radisson Blue Water Garden Hotel as part of its plan for the initial public offering (IPO), on Sunday. 

Chief Executive officer of Omera Petroleum Shamsul Haque Ahmed said on the occasion, ‘Considering the growing demand of LP gas in the country, Omera Petroleum started its journey into the LPG sector by establishing complete European technology and machinery. Omera imports LPG gas and bottles it into five different cylinders for domestic and commercial use. Omera also sells LPG in bulk for use in the industry’. 

Omera has the latest modern infrastructure facilities for LPG reservation and distribution to users. Omera has 5 tanks with a capacity of 9,050 metric tons of LPG. Besides, it has 3 LPG carrying vessels with a total capacity of 1000 metric tones which is used to transport LPG on inland waterways. 

Furthermore, Omera has 32 LPG transport road tankers with a capacity of 17 metric tons each. It has the capacity to bottle up to 60,000 cylinders everyday. Recently, Omera Petroleum has signed with Indian Oil Corporation Limited and started exporting to the northeast of India, especially in the state of Tripura. 


Omera Petroleum is a subsidiary of Mobil Jamuna Bangladesh Limited, which owns 62.49% shares of the company. Other notable shareholders are BB Energy Asia Pte Ltd, Singapore and the Netherlands based financial firm FMO. 

On the occasion company officials said, current paid-up capital of Omera Petroleum is Tk 2,219,833,330. Total net asset value per share of the company is Tk 19.71 per share. Its earnings-per share was Tk 2.93 during FY2018-19. 

Omera Petroleum Limited Directors Azam J Chowdhury, Tanjil Chowdhury, Raed Abul Nasr Bassatne, Bahaeddine Mohamed Aboul Nasr Bassatne, Richard Verbove, CFO Akter Hossain Sannamat, Company secretory Mohammad Assadujjaman were also present at the programme. 

LankaBangla Investment Limited and Union investment limited are working as the issue managers for the IPO. 

As per market study, Omera Petroleum is enjoying a 20% market share in the industry. Omera established its main LPG terminal in Mongla and three satellite stations in Ghorashal, Mirsarai and Bogura with consolidated capacity of more than 3 lakh metric ton per year. 

Meanwhile, Bashundhara is the market leader with a 24% market share. In the year of 1999, Bashundhara LP Gas ltd, started off as the first private LP Gas importing, bottling and marketing company in the country. Jamuna Spacetech Joint Venture Limited (JSJVL) enjoys 17% market share in the countries LPG sector. BM Energy (BD) Limited are enjoying 11% market share. 

Representatives of merchant banks and portfolio managers, asset management companies, mutual funds, stock dealers, banks, financial institutes, insurance companies, alternative investment fund managers, and other recognized pension and provident fund and commission approved company managerial authorities also attended the road show.
